Alstom Qingdao Railway Equipment Co., Ltd. is a Sino-French Joint-Venture established by Alstom and CNR Sifang Rolling Stock Research Institute in March 1999. Its registered capital is 5 million RMB (around 0.5 million euros) with 51% share held by Alstom and 49% by CNR Qingdao Sifang Institute.

Alstom Qingdao Railway Equipment Co., Ltd. is located on 231 Rui Chang Road, Qingdao, with a site area of 1,696m2. It is Alstom as the only maintenance center for DISPEN dampers in Asia, providing after-sales service to customers in Korea, Singapore and other Asian countries and area. Its products also have been imported to rolling stock manufacturers and end-users in European market since 2004.
