上海科威國際技術轉移中心有限公司是在上海市科委的推動下，由清華大學、張江集團、上海市科技創業中心、上海奧威科技開發公司共同投資，于2001年在上海浦東注冊成立的專門從事國際技術轉移服務的咨詢公司。上海科威作為國內早設立的技術轉移專業咨詢公司之一，開創了中國國際技術轉移咨詢服務市場化運作先河，主要致力于為上海市及華東地區企業開展國際科技合作和技術轉移提供全面解決方案。
上海科威將辦公地點設在充滿創新創業氣氛的上海市科技企業孵化器(上海市科技創業中心)內，位于交通便捷、經濟繁榮的徐匯區，為創新和創業提供國際技術轉移相關全過程支持服務。目前，上海科威已擁有了以科技中小型企業為主，涵蓋科技園區、孵化器、科研機構和促進國際技術轉移的相關機構的服務對象群體，并已成為長三角地區為專業的國際技術轉移支持服務提供商之一。同時，上海科威的國外合作伙伴在地域上已覆蓋前蘇聯地區、亞洲、北美、歐盟、澳大利亞、新西蘭和非洲等廣大地區，包括科技企業、大學、研發機構、科技園、孵化器、咨詢公司、行業協會和技術轉移機構等。
