沈陽建筑大學土木工程學院是學校建立伊始就設立的教學單位之一，始稱建筑工程系，1993年更名為土木工程系，2002年12月更名為土木工程學院。經過50余年的建設和發展，已從單一的工業與民用建筑專業，發展成為具有6個系、9個教研室、6個實驗室、10個研究所和1個工程公司，以及4個本科專業，1個一級學科碩士點、7個二級學科碩士點，1個二級學科聯合培養博士點的綜合性學院。　　6個系分別是：結構工程系、工程力學系、路橋工程系、測繪工程系、地下工程系、安全工程系，其中，結構工程系下設混凝土結構、鋼結構、結構抗震、施工與管理4個教研室和1個工程結構實驗室。工程力學系設工程力學教研室和工程力學實驗室，路橋工程系設道橋工程教研室和道路與橋梁實驗室，測繪工程系設測繪工程教研室和測繪工程實驗室。地下工程系設基礎工程教研室和巖土工程實驗室，安全工程系安全工程教研室和安全工程實驗室。　　結構工程實驗室是建設部和遼寧省重點實驗室；結構工程實驗室、巖土與道路實驗室為遼寧省高校重點實驗室；工程力學與結構實驗中心被評為省級實驗教學示范中心。　　10個研究所分別是：結構工程研究所、防災減災與防護工程研究所、巖土工程研究所、工程力學研究所、道路工程研究所、橋梁與隧道工程研究所、結構檢測與加固技術研究所、鋼結構工程研究所、工程測量研究所、建筑安全研究所。沈陽建筑大學建筑科技發展工程公司除正常經營之外，還為教師提供了產、學、研相結合的平臺，并為教學提供了實踐和實訓基地。　　4個本科專業分別是：土木工程、理論與應用力學（理科）、測繪工程、安全工程4個本科專業。　　土木工程為一級碩士學位授予權學科。7個二級學科碩士點分別是結構工程、防災減災工程及防護工程、巖土工程、橋梁與隧道工程，固體力學、道路與鐵道工程、工程力學。同時，在“建筑與土木工程”和“交通運輸工程”2領域招收工程碩士研究生。　　結構工程學科是國家建設部和遼寧省重點學科，是經國家教育部批準的聯合培養博士點，具有招收國內訪問學者資格。　　近年來，在學校黨委和行政的領導下，學院遵循“三個堅持、三個圍繞、二個提高和一個培養”的辦學思想，以學科建設為龍頭，加強師資隊伍建設，深化教學改革，規范教學管理，不斷提高教育教學質量，學院面貌日新月異，學術交流空前活躍，辦學實力不斷增強。學院有教職工126人，其中專任教師97人。專任教師中，有教授25人、副教授31人，具有博士學位教師33人，在讀博士17人。學院享受政府特殊津貼2人，全國土木工程專業教學指導委員會委員1人，獲得遼寧省教學名師獎1人，省青年骨干教師4人。在遼寧省百千萬人才工程中，4人入選百人層次，5人入選千人層次。教師中有博士研究生導師6人，碩士研究生導師48人。廣大教師愛崗敬業，教書育人，多人次榮獲國家、省、市、校教師、科技工作者等先進稱號。　　學院辦學規模不斷擴大，綜合辦學實力不斷增強。目前學院在冊學生2090人，其中本科生1730人，博士與碩士研究生360人，同時，還承擔培養外國留學生的任務。土木工程專業分別于1997年、2002年、2007年通過了全國土木工程專業教育評估，畢業生獲得了提前參加全國注冊結構工程師考試及英聯邦國家互認學歷的資格。土木工程專業為遼寧省示范專業。近50年來，學院共培養了近萬名本、專科生和研究生，為國家輸送了大批高級專業技術人才，為經濟建設和社會發展做出了應有的貢獻。　　近五年來，學院在科研、教研立項、獲獎、發表論文等各個方面都取得了顯著的成績。承擔了包括國家自然科學基金項目、國家科技攻關項目、省自然科學基金項目、建設部科技攻關項目以及沈陽市科技局基金項目在內的科研課題200余項，承擔國家、省、學校教研課題等20項。完成各類橫向課題110余項。經費合計3500萬元，取得了豐碩的科研成果，多項課題的研究成果達到國際先進水平，部分研究成果處于國際水平，為指導工程實踐、修訂相關的結構設計規范提供了理論依據。獲得國家、省（部）、市科技進步獎55項，獲得國家級教學成果二等獎1項，省級教學成果一等獎1項，省級教學成果二等獎4項，三等獎3項。在國外期刊（國際會議論文集）、國家中文核心期刊等發表科研、教研論文400余篇，80多篇論文被SCI、EI等檢索機構收錄。發表出版專著（編著、譯著）主編教材17部。1人獲得1次國家杰出人才基金，2人獲得遼寧省人才基金。學院開展了廣泛的國際學術交流，通過互訪、合作研究、召開國際會議等形式，與美國、芬蘭、日本、俄羅斯、韓國等國家及香港等地區20多所大學建立了合作關系。近五年來，學院有20多人次出席國際會議、到國外進行訪問研究或講學，邀請國外學者來院講學交流40余人次，有多人次擔任國際、國內、省內學術組織的負責人或理事（委員）。　　在國內學術交流方面，學院與國內多所大專院校、廠礦企業、設計（勘察）院、科研和生產單位建立了學術交流、科技合作和聯合培養關系，并聘請一批著名學者作為學院的名譽教授和兼職教授。學院還與有關設計（勘察）院、市政工程和建筑工程公司和其它生產單位進行了廣泛的合作，開創了產、學、研相結合、優勢互補的新局面。通過舉辦科研報告會、聘請國內外、學者來院為師生做學術報告，專題講座等學術活動，使學術氛圍更加濃厚　　沈陽建筑大學土木工程學院秉承“博學善建、厚德大成”校訓，發揚光榮傳統，團結奮斗，開拓創新，正朝著“爭先進，創”的目標奮進。

　　Engineeringtestcenterofcivilengineeringundertakesthescientificresearchitemsaswellasithastheabilityofconsulting,detection,testandevaluationattheaspectsofengineeringstructure,geotechnicalengineering,highwayandbridgeandundergroundengineering,etc..

　　Thecollegehasanenrollmentofmorethan2050undergraduatestudents,450doctorandmasterstudentsanditalsotraininternationalstudents.Thegraduationsachievethequalificationtojoinintheexamsofnationalregisteredconstructionengineerandbothschoolrecordofcommonwealthcountries.CivilengineeringisthedemonstrationprofessioninLiaoningProvince.CivilEngineeringCollegehastrainedthousandsofundergraduation,collegestudentsandmasterstudentsin60years.Collegehasprovidedmanyseniorprofessionalandtechnicaltalents,contributingtotheeconomicconstructionandsocialdevelopment.

　　Amongtheteachers,23areprofessors,31areviceassociateprofessorsand53haveachievedthePHDdegree;6aredoctoralsupervisors,and48aregraduatestudentsupervisors.Andthereare6committeemembersofNationalCivilEngineeringEducationSupervisingCommitteewhoenjoyspecialgovernmentallowance,andonceareselectedintoNationalNewCenturyBaiQianWanTalents,atthesametimegettingexcellentstaffsupportprogramofeducationdepartment;2havewonRenownedTeachersinLiaoningProvinceAward,6ProvincialYoungBackboneTeachers;and60teachersworkassuperintendentsortrustees(committeemembers)ofinternational,nationalorprovincialacademicorganizations.

　　IntheMillionsofTalentsProjectofLiaoningProvince,6areselectedintohundred-level,9areselectedintothousand-levelwhilemorethan40teachershavewonadvancedtitlessuchasOutstandingPartyMembersofnational,provincialormunicipallevel,ProminentTeachers,andExcellentScientificWorkersetc.

　　Inthelastfiveyears,ourcollegehasachievedremarkableaccomplishmentsinvariousaspectssuchasscientificresearch,settingupprojectsinteachingandresearch,winningawards,andissuingpapersetc.Wehavebeeninchargeofmorethan300projectsincludingProjectofNationalNaturalScienceFoundation,ProjectofNationalScienceandTechnologySupportProgram,ProjectofProvincialNaturalScienceFoundation,ProjectofTacklingHard-nutProblemsinScienceandTechnologyoftheConstructionMinistry,keyprojectsofprovincialHousingandConstructionDepartment,provincialDepartmentofEducationandFundProjectofShenyangTechnologyBureau,finishingvarioushorizontalissuesmorethan200,andthetotaltechnologyfundsisRMB35millionYuan.Ourcollegehascommittednational,provincialandtheuniversity’steachingandresearchingsubjectsmorethan30,getting65provincial(department)andmunicipalPrizeforProgressinScienceandTechnology;1SecondPrizeforTeachingAchievementsofnationallevel;3FirstPrizeforTeachingAchievementsofprovincelevel;6SecondPrizeforTeachingAchievementsofprovincelevel;3ThirdPrize.Morethan560papersinscientificandtechnologyorteachingareissued,whilehundredsofpapersareembodiedbyretrievalinstitutionssuchasSCI,EIetc.Wehaveissuedmonographs(compilingandtranslating)andtextbooktotalupto26andauthoredorco-authoredmorethan30nationalorprovincialconstructionindustrystandards.In2009,theCivilEngineeringCollegewasratedasAdvancedGroupinChinaEngineeringConstructionStandardizationAssociation(CECS).

　　Thecollegehasestablishedcooperationrelationshipwithmorethan20universitiesincountriesandareaslikeAmerica,Finland,Japan,Russia,KoreaandHongKongetc.intheaspectsofscientificresearchandpersonneltrainingetc.Thecollegehasalsoestablishedrelationshipwithmanyuniversitiesandcolleges,industrialenterprises,designing(investigation)institutes,aswellasscientificresearchandmanufacturedepartmentsinourcountryintheaspectsofacademicexchange,scientificandtechnologycooperation,anddualculture.Atthesametime,ourcollegehasemployedanumberoffamousscholarstobetheHonoraryProfessorandAdjunctProfessor.
